Returns 200 with "ok" when the service can classify, and 503 with "degraded" when it cannot (for example during a deploy, before the model has loaded).

Point your uptime monitor at it. When it reports degraded, your form handler should already be delivering messages unfiltered under the fail-open rule in Errors.
